Level 4: Steady State

Routine Monitoring of the county-wide situation. SC OES Emergency Management Branch maintains the EOC in a readiness posture, while conducting normal day-to-day operations, and conducts surveillance and monitoring of any potential emergency. The daily Situation Report will be used to provide a situational awareness and common operating picture to all county employees, local government, public schools, first responders (Fire/EMS/Law) and community agencies are informed.

Level 3: Monitoring

SC OES Emergency Management Branch closely monitors developing situations for potential emergency or incident. This level may include activation of OES employees outside of normal business hours to provide situational awareness and monitor for potential activation of EOC as appropriate. The daily Situation Report will be used to provide a situational awareness and common operating picture to all county employees, local government, public schools, first responders (Fire/EMS/Law) and community agencies are informed. Additional updates may be sent as needed.

Level 2: Partial Activation

Activation by one or more appropriate departments or agencies to respond to discipline-specific events, to more closely monitor a developing situation with limited impact, or to prepare to provide any necessary assistance that may be requested. The OES Director and/or the EOC Manager will identify which departments/agencies are required to support the activation level and response. The EOC will work closely with local government, school districts and county departments to ensure complete situational awareness and common operating picture through reports, email, conference calls and/or meetings. Possible local and/or County State of Emergency may be declared; Emergency Orders may be promulgated.

Level 1: Full Activation

Activation of additional departments/agencies to respond to the EOC for an emergency or disaster situation that may have a broad and potentially devastating impact on the county. The OES Director and/or the EOC Manager will identify which additional departments/agencies are required to support the activation level and response. The EOC will work closely with local government, school districts and county departments to ensure complete situational awareness and common operating picture through reports, email, conference calls and/or meetings. Probable local and/or County State of Emergency may be declared; Emergency Orders may be promulgated.
